I guess that Yo Jacob caught my eye.

With out seeing what you are doing I sounds like you need lots more air.  
This problem is also compounded with the use of propane.  Your propane to 
air ratio should be about 25:1 as compared to Natural gas at 10:1.

Your air pressure sounds a bit low, however more important is volume. 
Miller suggests 150 cubic feet per hour for the xfire and about 1200 cf/h 
for the ribbon.  Your volume may be decreased by to small of an air line 
or to small of a mixer. Look for restrictions in the air line.
