I will leave most of this to you pros in the trade. However I will give
one hint that might help get into companies with money.
Most of the high tech companies have, at the minimum, a nice sign in the
lobby. E.G. Wind River Systems (in Oakland, maybe Hayward) has a fabulous
neon enhanced logo. The person who is in charge of company image and
advertisement is usually the marcom person. So send or call the Marketing
Communications manager. This in general is a woman btw. Not high on the 
pay scale but very influential. They are also help design booths at 
trade shows which often have neon. Also there is always an info or service
booth when trade shows are setting up at convention centers. Good place
to put fliers for new signs or local place for sign repair.
