What is the story with the phenomonon?  I had two calls today where the 
fix was to roll the mercury to the "bright" end to the "dark" end and 
then put it on my 15kv60ma and it was ready to go out the door within 
five minutes.  Both signs were running with electronic transformers.  Is 
this common for electronics?  Is there any fix for this problem(other 
than replacing with a core & coil)?
