I have welded and riveted metal frames ( similar to typical neon "beer signs" ).
Rivets will work. But in my experience, after just pop riveting, each riveted location will pivot. You can tighten each spot up by using a "shop press", a bench vise, or simply hammering each rivet FLAT. Just make sure your framework is "square" before you start. After you have done a few, the framework tightens up enough to hold the desired position so you can finish all the remaining rivets fairly quickly.
If you don't have access to a HD break.... you can use a good "beefy" bench vise to hammer-bend the metal to 90 degrees on the ends(using a hammer to flatten out the bend while still secured in the vise ) to acheive "window bumpers" similar to a typical beer sign. I do this before frame assembly.
