If this is a repaired (patched) tube, the block-out paint may change from an insulating coating to a conductor. If had a couple of tubes that seem perfectly fine give a decent little zap if you touch the 'burnt' block-out.
I generally try to make sure there is ample space between units, paint some fresh block-out on any tight spots for good measure, and give a good listen for buzzing. I haven't had any pinhole issues... yet... knock on wood.
