Thank you for your response. I did take a burned out tube just to see how much pressure was required to get to the right color and brightness. The standard fill pressure was way too much and while it was still connected to the manifold I lowered the pressure until the color and brightness were correct using the transformer from the sign. The final pressure came to about 2 Torr! I assume with the lower pressure you can drive more tube length with lower ma/voltage transformers.

I will kindly tell my potential customer these imported signs are not worth the effort.
