In my opinion, don't waste your time other than to explain to your potential customer what the situation is.

Many of those types of signs did not follow any established guidelines, so you have no idea what gas pressure was used or gas mix. It is not uncommon for the tubes to be way under-pressured, and the transformers made to power just that sign at their designated fill pressure. The transformer is likely 10mA or so, which is why it is not as bright as a well made standard 30mA sign.
