Imported Neon Signs

Had a customer bring in two small "College" school neon signs with several neon units out. The tubes are 7mm in diameter and are powered by very small transformers. The light output is much lower than your typical neon tube.

Does anyone knows how these imports work? Transformer type and processing? I do not want to waste time if they are crap. Thanks!
