Glad the coating method worked for you.

To your customer: What is the point of having a NEON sign if you are going to dim it to the point that you can barely see it? It defeats the purpose of why you bought a NEON sign in the first place: They are BRIGHT!

If you are not supplying the dimmer, they may be getting one that is not specifically made for neon transformers. That could be causing the flicker at low settings. Plus, it may eventually burn out the transformer's primary coil. Most neon specific dimmers have a high and low end adjustment - or at least they used to.
