food safe neon coating

Do any of you have any experience with the clear or colored tube dip that is used on interior neon signs in restaurants? It almost seems like a clear rubber or vinyl coating. I have a customer with a food franchise that likes to dim his neon to the point where it's hardly visible, and a bronze tinted coating like that would really help. Also, his signs located directly above the bar.
If you've had a broken beer sign come in that at first glance looks completely intact, you probably know what I am talking about. It is occasionally colored to mimic a classic tube. It keeps the mercury and broken glass out of your burger.
Any idea where I can find it?
