Your gas lines will almost certainly be schedule 40 black iron pipe, which is the top set of numbers.
1 cubic foot (CF) of natural gas is ~1000 BTUs.

I think 200,000BTU is a great highball number to avoid fluctuation. I think I figured 300k, for two sets with 16" ribbons. You can itemize it with some arbitrary numbers from page 20 of this catalog: http://www.sfsupplies.com/catalogs/neoncatalog.pdf
Propane is heavier than air. Any leaked, uncombusted gas will collect in the low point of your building. Natural gas is lighter than air -- it almost always will leave a building. Don't store propane tanks inside. The risk of explosion isn't worth saving a few hundred bucks on pipe.
Unless your local building code requires a licensed tradesman to sign off on it, which mine did not, you can do 99% of the plumbing to set up a neon shop on your own.
