Skeleton neon

How are you guys dealing with listing of skeleton neon? Field UL inspections can get quite expensive, and we are not sure how to pass that cost on to the customer.

The current National Electrical Code exempts skeleton neon from requiring listing, but according to the ISA, that exemption is not valid as the exemption was put in place when there was no standard for skeleton neon.

I really like skeleton neon, but nobody will sell it due to potential inspection costs. If the inspector wants to, they could spend all day counting GTO to electrode wire twists.
