Agreed, the tube support spacing is odd... Most likely missing a glass lens with advertising around it, similar to this 'Eagle Stamps' clock.

I don't see where the cord is supposed to drop out, or if there is evidence of any tube supports around the perimeter. I'd probably guess that the holes on the bottom are for a ring around the perimeter of the clock, which would have been an option were it not a free-standing model.
