I have never made a single electrode unit, but looked into it a while back. The tube(bottle) would have to be heat processed. There are a few write-ups on heat processing neon around. They use heat processing in making crackle tubes as well, so that may be a good place to look. Heat processing uses an external heat source in addition to bombarding to bring the glass to proper temperature.

I can't comment much as to welding the electrode to the bottle. You may have some difficulty welding thin soft glass to thick hard glass. Do you have access to a kiln to slow the cooling time? I'd be pretty nervous putting the bottle into the fire. Lots of preheating, and some fat goggles to keep the bits out of your eyes when it explodes.
