Just to be clear, there is no ban on lead glass. And you can still buy it if you can find it. You could even commission a Chinese factory to produce whatever you wanted. There is no ban on manufacture, sale, or importation of lead glass tubing for lighting.

Phillips closed the Danville plant because of a corporate decision based on the market - not environmental laws or liberal/conservative ideology. It was an old factory, and the only one produce lead neon glass in the US. The market for lead glass has shrunk considerably not only because of the florescent industry's move away from it, but the big decline in neon tubing sales.
