However, a Model 1400 that needs rebuilding isn't worth much. I'v never heard of a Max Torr pump, so can't comment on that.
With that said, a Welch 1400 pump is the smallest belt drive pump Welch ever made. At only 25 L/min it is much too small for good neon work. As a bare minimum I recommend at least a 100 L/min pump, and preferably larger.
