bombarder rate

Hello, I’ve installed used neon plant for one of my clients; the bombarder is locally made, so nothing is written on it to indicate the KVA. I’ve connected it to 220 volt current and tried to pump tow 6 feet long units of 12mm, when the electrodes started to get red, they flicker; and when I pull the choke to increase the voltage they just go off. Seems like the transformer rate is too low to operate more than two units.
I am pumping single units of 8 feet and everything is ok, I also am pumping tow less than 2 feet units.
I guess the transformer is 7.5 KVA and 20amps of maximum current. It is just a guess, is there any other way to measure the output volt and amps of this transformer? So I can be certain? Would appreciate any suggestions or advice.
