I am in the U.S., southern New Jersey. I have been using boro for a couple of reasons. First I don't know how to work soft glass at the torch. I can work boro and quartz but I never really tried soft glass.
Second I want to learn neon more as a sculptural art form but, the only potential customers I have right away are for ultra-violet wands and he wants them made from boro.
Its interesting that you mention boro electrodes fail a lot because that's why the guy wants to switch suppliers. He's also currently getting them from china and wants to find an American supplier.
