Take this advice from multiple (9) plotter owner. Download a program online called Craigspal. Once you have done that you can search Craigslist throughout the US from one screen. Look for a Graphtec or Summa plotter/vinyl cutter. They both work superbly for neon patterns since they can hold a sharpie for your pen plots.
Email the people you find on Craigslist and most will ship at your cost.
The china cutter as seen in other posts here has bad tracking issues as do US Cutter and Bridge that you see on ebay. I have personally owned a china cutter that was intended for a mobile shop and it proved to be a boat anchor in less than 3 days.
Besides for patterns and older Summa or Graphtec wont let you down and you can still get parts for them unlike the NEW china cutters.
