From working for others I can tell you to avoid the "Master" or "Desay" brand of plotters, cheap but not reliable, very noisy and tech support is nearly non existant if you speak english.

I know of 3 people running another lower end cutter called a "Raven" that is sold by corbingraphics.com and the machine is solid, comes with WinPC software (easy to use!) and the dealers stands behind his products. One of these users bought his machine 6+ years ago and hasn't had one issue despite his shop being one of the dustier ones where I've seen a cutter operate (he does a lot of handcarved wood and CNC work so there is sawdust and sanding residue floating in the air). I believe the cutter can cut/plot up to 28", material width is 30 or 32"
