I disagree with that claim. If I buy an electric heater made by Noma and sold by Home Depot and that heater causes a fire I can certainly go after both the manufacturer and seller for damages, even though ownership has passed by Noma to Home Depot and onto myself.

Same goes for a supplier to a sign shop, if the lamp, ballast or neon unit causes property damage or personal injury/death I can assure you a lawyer will go after the manufacturer and distributor. While he may not win a case against the neon manufacturer it'll probably put a big dent in your bank account as you try to defend youself.
