Are you sure the regen even puts out 2psi? This is usually a the upper end of larger regens (2hp+). A BMT-7 and a handtorch are very small loads with regards to an air blower. Get a linear-piston air pump, like used for fish ponds. Medo is a good brand - there are others too. For around 100 watts this will easily power your BMT-7 and a hand-torch, and be far quieter than a regen or spa pump.

Spa blowers work, but as you mention they are noisy. They also usually have brush-motors, and a short life between service. Similar to using a shop-vac for your air-supply.
