Put a small squirrel cage blower on the ribbon fire, replacing the stock "economizer." This takes care of 80% of all your air. Maybe more, and it's quiet.

Run a cross-fire off one of the linear-piston air pumps that pond-stores sell. Dead quiet - and quite energy efficient too. Look for something at least 2cfm. Sweetwater and Medo are good brands.

If you're doing a single pump for everything, find the smallest 2-stage regenerative you can find. I think there is a 1/2 hp model out there made by someone. These are wonderful blowers.
