With all respect im wondering why a tray of zinc powder is essential in any neon shop. It might "stick" to spills of mercury as does sulphur powder making it easier to sweep up as it tends not to roll all over the place. But it certainly does not prevent the mercury from vapourising, which really would be the main cause for concern in a neon shop. In order to prevent vapourisation its best to have the mercury dribbles under suspension in either water, oil, glycerine etc.
