A slide choke will probably work better with a pole pig. Reason being the pole has no magnetic shunts and tend to be a little jumpy. They can work though - especially if you add a reactance coil (such as from a welder) in series. Some people have made their own reactance coils with motor wire and steel rods, old power transformers, old slide-chokes, etc.

As to the KVA rating - yes, you can have a place make one for you. Make sure you tell them duty cycle will be around 30-50% - otherwise they'll make (and charge you for) one that's much bigger than you need. They will want to know what type of control voltage you'll be using - unless they supply that part of the circuit too. It's fairly easy to supply 0-10v or 0-12v dc with a simple circuit. But you'll need to match whatever the design of the choke it.
