Ditto what Mark inquired about. End caps for neon are no less than a commercial high voltage insulator, and nowdays are fairly hard to sell unless listed (ETL, CSA, UL, etc.) for that purpose. Doesn't have to be UL.

I believe they have just upped the temperature requirements as well to 135 deg C or such.
