It's a ban on ANYTHING containing mercury that doesn't have a recycling protocol in place. Fluorescent lamps are exempt, since they have a well-established recycling network. We don't. Google for Vermont mercury added regulations, and you can find the ordinance.

The legislation actually passed several years ago. It went into effect as of Jan 1st, 2007.

I wouldn't hold your breath. A coal-fired electric plant emits more Hg into the air than than the entire history of the lighting industry all combined. And they are about to license some more coal plants here in Texas. It doesn't make sense, and it's definitely not fair.

The quickest way out of this mess is to come up with a mercury-added neon protocol that specifies how much Hg is in a tube (and identify such), what a service person is supposed to do with one they find in the field, and where it is to be taken. These things would likely satisfy most regulators. It's one hell of a lot easier than trying to change the entire World's opinion on mercury.
