Fluorescent lamp mfgs. have been working on it for years without success. And you are right: IF a true alternative could be found that did not harm the environment there would be some wealthy people as a result.

There were numerous people who tried the "mercuryless" electrode samples. Without question, they did have mercury in them. It was sort of disguised as something else, but it was there nonetheless. The bad part is, it was inside the electrode, so whenever you bombarded them you had mercury being pulled through your entire manifold system.
