Can't answer that, but it would not surprise me if it is a modified version (or even identical) of the type of paint used to spray plastic sign faces with. I was making purple neon back in the early 80's by using such paint and spraying it on a white tube. That was long before Voltarc came out with purple. Also tan, dark green similar to Veep, "bromo blue", etc.
