Test or replace the gas pressure regulator. You may have 2 regulators in the line or one 2-stage regulator.

Check the air supply pressure when turned on, then when hot. Check air filter and relief valve operation.

One of your pressures is wildly changing. I would think the gas would be the most likely given the tank filling relation when pressure is at its highest.
