OK some more research has come up with the following equation

C = corrected KVA X 10^9 / 2(pi) X f X e^2

So for a 15KV 60mA @ 240V, C = 21uf
which would sound about right - i had figured around 18uf, by comparing flouro ballast current to neon transformer primary current.
