There is a lot more to it than just lumens per foot, and to get a true idea of the trade-off in efficiency you will need to do more number crunching. Unfortunately, I don't have the time right now, but it is not difficult.

Just one example: How much brighter is the 12mm than the 15mm? How many more feet of 15mm tubing can you light on a given transformer vs. 12mm? A 9 kv, 30 mA will run 32 ft. of 12mm and 40 ft. of 15mm. That's 20% more footage for the 15mm. Is the 12mm that much brighter? Could you run two rows of 18mm on the same transformer it would take to run one row of 12mm? 18mm will be less bright than 12mm as well, but how about two rows of 18mm?

Also, the larger the diameter the better light dispersion you get. Small diameter has a tendency to create "hot spots". This may not be a problem in some cove lighting if the cove is constructed and painted correctly. But it could be.

You also have to consider color rendering and what you are trying to light up...
