EGL electrode issues

I'm attaching links for 2 photos on Flickr photo sharing site for the perusal of all neon gurus out there in the world .Is this sputtering or some other effect associated with the emission coating? I've been told not to worry about this phenomenon but I'm not so sure . I've rebombarded units that do this to no avail . If it's a mercury unit it will stop after dumping the mercury but if I'm not watching for it and allow it do this for more than a few minutes , the mercury will mirror all over the stain that's adhered to the electrode envelope. If it's a neon unit it just goes right on doing it . Thanks for looking and your input !
