He is wrong. It should be actively cascading. I think by all rights the cascading effect will let you know that it at least somewhat doing its job.

Look up svpneon.com to get more info. If you email or call Mark and talk nice enough he might even send you the info he sends with his diffusion pumps that explain the effect nicely.
