That's about 132F. No, the tubes should not be that hot, they should not leave your shop, should not, obviously require a 15kva---thus, you do need to remake. I also find it improbable that they all came up to red "in just a couple minutes" only to burn that hot. You mentioned a meter that told you it required a 15kva??? What kind of meter??---not that it matters. You've got a problem with your manifold system, bombarding technique, or gas.
