Can you give us some more info on your blower set up and air lines? Size of blower, CFM (cubic feet per minute), pressure, size (diameter) and length of air line from the blower, etc.

For a 24" ribbon you need a lot of air volume but not a lot of pressure. If you try to boost the pressure to obtain more volume you can get the undesired affect that you are describing.
